Essentially, any winner in the auction will have to allow users to access what ever wireless device and application they choose. The open air system would allow innovation to roll out more freely.

At present, the regulations would only concern the newly auctioned wireless community. Once consumers get a taste of freedom, they are sure to begin demanding more. The concern that some have is that the traditional telephone industry will buy control of the spectrum at auction and use it to maintain control on the open market.
